Applying for Residency in Paraguay: Requirements, Costs and Timeline

Anyone wishing to live in Paraguay permanently needs a residency permit. We explain the difference between temporary and permanent residency, which documents are required, what it costs and how long the process takes.

Paraguay is one of the few countries in the world where foreigners can obtain a permanent residence permit relatively straightforwardly. Paraguayan residency is not just a legal status – it also opens doors to tax advantages, simplified property acquisition and a life in one of South America's most stable countries.

Temporary vs. Permanent Residency

Temporary residency is granted initially for 2 years and is renewable. After 3 years, permanent residency can be applied for. Permanent residency is unlimited and can sometimes be applied for directly (e.g. marriage to a Paraguayan citizen or proof of sufficient financial means).

  1. Apostillise documents in Germany
  2. Have all documents translated by a sworn translator
  3. Enter Paraguay (tourist visa, 60 days, extendable)
  4. Submit application at DGME in Asunción
  5. Biometrics and fingerprints in person
  6. Waiting period: approx. 3–6 months
  7. Collect the Cédula de Identidad
